He represents multinational companies and sovereign governments in investor-state and commercial arbitrations, with emphasis on disputes arising in the energy, mining and infrastructure sectors. He also frequently represents litigants before U.S. courts in matters involving arbitration award and judgment enforcement, international discovery, sovereign immunities and other complex cross-border issues. He has acted in arbitrations under the rules of International Centre for Settlement of Investment Disputes (ICSID), the United Nations Commission on International Trade Law (UNCITRAL), the International Chamber of Commerce (ICC), the London Court of International Arbitration (LCIA), the Singapore International Arbitration Centre (SIAC) and the Stockholm Chamber of Commerce (SCC), among others. Carlos is a Fellow of the Chartered Institute of Arbitrators (FCIArb) and listed on the National Roster of Arbitrators of the American Arbitration Association (AAA). He also serves as Chair of the International Section of the New York State Bar Association.
