Conor’s research specialises in administrative law, constitutional law, and legal theory. He was previously a Lecturer at the University of Liverpool and a Max Weber Postdoctoral Fellow at the European University Institute in Florence, Italy. Conor completed an LLB at Trinity College, Dublin, an LLM at Yale Law School, and a Ph.D. at Trinity College, Dublin. Conor is a non-practising barrister, having been called to the Irish Bar in 2020. Conor is a Senior Fellow at the think-tank Policy Exchange, working with the Judicial Power Project on issues related to humans rights law, the rule of law, constitutional balance, and the separation of powers. Conor is an editor and co-founder of the legal theory/natural law blog The New Digest. The New Digest offers a forum for short essays on law, politics, political theology, postliberalism, and the common good. In October 2023 Conor was appointed co-editor of the Dublin University Law Journal, one of Ireland's leading peer-reviewed law journals. His work has been cited, amongst other places, by the Irish Supreme Court, Court of Appeal, and High Court; the Attorney General for England & Wales; the House of Lords Constitution Committee; the Oireachtas Special Committee on Assisted Dying; and the United States Court of Appeal for the Third Circuit.
